猴君曾在之前的文章提到过，有一批使用Tefaq成绩递交PEQ的申请人，从去年8月底开始Pending至今，近日，部分申请人向猴君反映他们收到了来自魁北克移民局的信件，告知他们的Tefaq口语成绩经过CCIP的复核后，降到了B2以下的成绩，从而不符合PEQ的申请要求，此外，申请人还被要求在一个月内补交相关材料来完成本次申请。由于Tefaq官方PDF成绩单上的分数还没有被修改，所以有申请人通过邮件方式联系CCIP核实降分的事情，得到了CCIP降分的确认。


魁北克移民局最近动作频频，从将面试可能性写入新政使其合法化，到技术故障错收几千QSW申请后退费，再到近日再次出现降分潮，一副唯我独行的姿态着实让很多人跌破眼镜。单拿这封预拒信来说，从收到信到补料截止日期前后不足一个月，也并没有明确指出需要申请人补交什么材料，即便是再考一场Tefaq时间也赶不上，这是真的给申请人补料的机会，还是官样文章敷衍了事？


随着新政为面试流程埋下伏笔，但却扩大了PEQ申请人类别。我们也渐渐看出MIDI的微妙心态。猴君在语言学校工作的好友告诉猴君，知道PEQ申请人扩大至配偶后，校内的拉美学生欣喜若狂，为什么？有过和拉美学生同班经验的学生都了解，由于语系优势他们从来不会担心法语，他们所关注的是如何就业，安置家庭，甚至是如何能够降低就学成本，而这往往是华人学生在拿到身份前不去思考的问题。如果PEQ如期将申请范围扩大至配偶类别，那么拉美学生就读1年的AEC学历(该学历不符合PEQ申请要求)，同时配偶持配偶工签工作1年同时学习法语，待到毕业时双方可再获1年工签并递交PEQ申请，这不仅解决了身份问题，同时也降低了时间和金钱的成本，一石数鸟何乐不为？这样看来新政就像是为他们量身定做的。反观华人学生，在语言上被百般刁难，陷入法语的泥潭根本没有时间去思考就业和安家的事情。在魁北克劳动力短缺日益严重的情况下，移民局却在甄选手段上掏空心思可以见他们的确对现行的政策或是人选并不满意。我们这场硬仗的较量下，除了丰满自身羽翼，用法律避免遭受不公平待遇外，剩下的只能等拨开云雾见青天了。

I have double B2 TEFAQ and will finish a certification class from McGill in May. I was thinking of applying with both so MIDI doesn't have much reasonable doubt. If I understand you correctly, they can lower my TEFAQ score and then totally ignore the fact that I passed a certification course?

Am I better off only applying with the certification course?

@sabs：so if you applied with both (course + TEFAQ), now i have seen 3 different results:
1. if your TEFAQ score stays the same after they do their contre-evaluation, you will get your CSQ, most likely.

2. if your TEFAQ score gets lower down to B1 and below, then you may have an interview (My friend is in this situation)

3. if your TEFAQ score gets lower down to B1 and below, then you may receive a pre-refuse letter asking you to provide supporting documents to prove your french level again within 1 month (several people are in this sicuation)

@+1：Thanks for replying... this is so nerve wrecking.

How on earth are we supposed to prove our B2 in just 1 month? The whole TEFAQ process takes more than that. What are your friends doing in this situation?

I guess the best thing to do then is to request my own contre-evalutation from CCI and only apply with both if it is a confirmed B2.

Also I heard if you use a lawyer then chances are that you'll get your CSQ without any of these issues. Do you know if this theory holds any weight?

@sabs：1. well, not sure if that's gonna work, but maybe you can register another TEFAQ test after you submit your application so in that case, you will have a back up TEFAQ test result.

2. our you can ask for a contre-evaluation from CCIP (you only can do it within 3 month time period after you receive your TEFAQ result)

3. or maybe try TCFQ, why not？ so far, there is no "score lowering BS" like TEFAQ and in their official website, it says that every TCF speaking test result is double checked which means the result you get should be the final one. But I gotta say that TCFQ speaking part is indeed a bit harder than TEFAQ speaking from my personal experience.

4. submitting with a lawyer letter, well, not sure about that... I mean, you can always try it.

@+1：I just spoke to my lawyer and she said that she hasn't yet had a single case where a candidate was called in for an interview or had their TEFAQ score lowered... I told her to just take one look at this website haha.

According to her I meet all the requirements and should just submit my application with both the McGill certification class and my TEFAQ score (272/450 for oral expression). I think I will leave it in her hands. At this point, whatever happens happens.

@sabs：well, it is very hard to imagine for people are not involved in this TEFAQ BS.

well, i hope your case goes well and if that's the case, she (your lawyer) will really think you are making those difficulties up, lol~

may I ask your nationality? maybe that does some thing...

@+1：Yes, I really hope she's correct because if I take her advice and still have to deal with all this nonsense then it would have been a complete waste of my time and money. She works for the Campbell Cohen Law Firm and they specialize in immigration so I hope that counts for something. Furthermore, the fact that she hasn't seen any such cases makes me believe that the theory about hiring a lawyer might be correct.

As for my nationality, I hold an Indian passport.
